Sub: Request to upgrade the Risida Hospital under Pradhan Mantri Swasthya Yojana
Respected Sir,
The inhabitants of Risida locality of Kalahandi district,Orissa would like to put the following few lines for your kind perusal that the health facilities available to the locality is getting feeble day by day as the existing hospital at Risida is becoming unable to cater the services to the growing population due to non-existence of the specialists in some important spheres. Risida has a hospital, established in 1961 as Tribal & Rural Welfare (T&RW) Hospital with six beds, one doctor, a pharmacist and few supporting staff. This is one of the oldest hospitals established in Kalahandi after Independence (one of the thirteen hospitals in the undivided district of Kalahandi in 1961).The Hospital serves to more than a population of 45,000 of both Kalahandi and Bolangir districts. The hospital has only doctor for providing services. In the absence of the doctor the medical services become paralyse. The facilities available since its creation have not been upgraded though the population of the serving area has been increased many folds as well as the technology of medical science is changing tremendously. Since the late eighties the locality has demanded to upgrade the hospital. The needy poor rural people of this locality pay more to fetch the better medical facilities, i.e., they move to the hospitals of Bolangir, Titilagarh and Kesinga for simple reason.
Therefore, we request your honour to do the needful for the upgradation of the existing facilities at the Risida Hospital under thePradahan Mantri Swasthya Yojana, for which kind act we shall remain grateful to you for ever.

Request to upgrade RISIDA Hospital
Introduction:
The health of a nation depends on the health of its citizens. The persistent and marked differences in the level of medical facilities provided to the urban, semi-urban and the rural areas of the backward district like Kalahandi should receive a considerable attention by the government and the need for the dispersal of the medical facilities should be realized for attaining a balanced development of the social infrastructures available to the ruralites. Of all the amenities, medical facility is perhaps the most important and is more in so far as the growth points like Risida in the district of Kalahandi of Orissa is concerned, due to the fact that besides serving the local population it should be available to the surrounding rural areas also. Here a proposal has been made to upgrade the existing medical facilities available at Risida, which serve to about 50,000 population of both Kalahandi and Bolangir districts.
Objectives:
(1) To provide upgraded medical facilities to the growth point, i.e, Risida and the surrounding rural areas of Kalahandi and Bolangir districts.
(2) To reduce the economic burden of the poor rural inhabitants who move to the hospitals of Bolangir, Titilagarh or Kesinga.
(3) To enlarge the human choices by meeting meet the common needs of the people as well as to increase the HDI of the nation at a large by increasing the health indicator.
(4) To provide anti-natal and post-natal care for the women and health care facilities to the children.
Location:
Risida is located in the north-east part in the district of Kalahandi of Orissa. It is a cluster of three revenue villages with a population of more than 5000. It acts as a growth point having all the urban facilities and caters services to a radius of 12 kilometres in Kalahandi as well as Bolangir district. It is a business, cultural and educational hub in Karlamunda block. The block headquarter is located at such an isolated place, it has failed to provide socio-economic, educational and medico facilities to the people of the block. Due to the backwardness of the block headquarter and non-availability of public facilities such as market, transport, hotels etc people are not keen to take the opportunity for getting the medical facility.
Present Situation:
Risida has a hospital, established in 1961 as Tribal & Rural Welfare(T&RW) Hospital with six beds, one doctor, a pharmacist and few supporting staff. This is one of the oldest hospitals established in the undivided district of Kalahandi after Independence (one of the thirteen hospitals in 1961).Since than the facilities provided earlier has not been upgraded though the population of the serving area is increasing as well as the medical technology is developing. Lack of space in the indoor the beds have dumped at a corner of the room. The building of the hospital sprawls over more than two acres of land. As the campus has no boundary wall the straw animals are frequently enter the campus and there is also a fear that the land would be encroached by the people.
Problems & Suggestion:
At the present situation the hospital is unable to cater services to the huge growing population of the locality. It provides services to more than 50,000 population. The only doctor and as there is no specialist in any field the poor people of the locality move to the far away place to fetch the medical facilities. This causes huge economic burden on the poor people of the locality and they slip below the poverty line as most of the families depend on a single member’s income. It is found that shifting of the patient due to lack of facilities for simple reason to the district hospitals of Bhawanipatna or Bolangir or VSS Medical College, Burla, the patients die en-route. Hence is the need of the hour to upgrade the hospital to a Community Health Centre.

The government is concerned about the health care of the women particularly for the anti-natal and post-natal health care. As the hospital serves a huge population it requires a gaenocologist and an operation theatre for emergency purposes. The child care is becoming important day by day in the rural areas. Now the world is more concerned about the infant mortality rate, which is highest in the rural areas. The appointment of a Child Specialist/Pediatrician would definitely help in extending the child care health facilities to the children of this needy area. As this belt is prone to malaria the laboratory facilities should be provided under the Pradhan Mantri Swasthya Yojana.
Conclusion:
The medical facilities available in this hospital are inadequate to the huge population of the area. Again the population is growing at a faster rate and this will result the scarcity of medical facilities. The area requires a upgraded hospital to provide better medical amenities to the needy poor rural people who pay more to fetch the facilities, i.e., who move to the hospitals of Bolangir, Titilagarh and Kesinga for simple reason. The existing hospital has a land of more than two acres of land where the construction of the building could be done.
