To
Sri Bhakta Charan Das
Honourable Member of Parliament
Lok Sabha, Kalahandi.

Sub: Request for the supply of drinking water to RISIDA – TERESINGA cluster
from the Tel River under the Rajiv Gandhi Drinking Water Mission.

Respected Sir,
The inhabitants of Risida locality would like to put the following few lines for your kind perusal and necessary action at your end that Risida is a rurban cluster of three rural settlements with a population over 5000 in the backward district of Kalahandi. Since the British period, Risida has developed as a business and educational centre serving to the peripheral areas of these districts. This place has the educational institutes of Colleges up to degree level, high schools, hospital, Police Post, telephone exchange, bank and marketing complexes. This place has a weekly hat which gathers about 42, 000 people on Saturday. It is located at remote north-east corner of Kalahandi. Risida serves to the nearby locality of about 35,000 population of Kalahandi and Balangir districts, for a radius of about 20 kilometres. Sir, Water is an essential commodity of the people for drinking, domestic uses. The drinking water is going to be scarce commodity in the Risida-Teresinga area particularly during the summer periods. The safe drinking water is still a dream to some families as they use tank water for drinking and cooking. The growing population and institutions are the main cause of the scarcity of water at Risida. Teresinga village is provided with piped water by rural water supply scheme from deep bore holes. The same scheme was also started at Risida but the same seems to be failed as it is not functioning from a long period.

Therefore, we request your honour to do the needful for the supply of drinking water to RISIDA – TERESINGA cluster from the Tel River under the Rajiv Gandhi Drinking Water Mission for which kind act we shall remain grateful to you for ever.

Thanking you,
Yours faithfully,
On behalf of the inhabitants of Risida Locality,

Enclo: A proposal and the site map of Risida – Teresinga Cluster

WATER SUPPLY TO RISIDA-TERESINGA( Dist. Kalahandi, Orissa) FROM THE TEL RIVER

The development of the rural area is being hampered due to pressure exerted by the growing population with a limited physical facilities and resources. Water is an essential commodity of the people for drinking, domestic uses. The drinking water is going to be scarce commodity in the Risida-Teresinga area particularly during the summer periods. The safe drinking water is still a dream to some families as they use tank water for drinking and cooking. The growing population and institutions are the main cause of the scarcity of water. Teresinga village is provided with piped water by rural water supply scheme from deep bore holes. The same scheme was also started at Risida but the same seems to be failed as it is not functioning from a long period. Hence, to provide water to about 10,000 population of the locality an alternative scheme is required to solve the problem.

Situation:
The proposed Teresinga-Risida water supply scheme covers four revenue villages. Risida is consisting of three revenue villages and has been developed into a growth point which provides services to other adjoining villages. Risida is a rurban cluster of three rural settlements with a population over 5000 in the backward district of Kalahandi. It is located at the tri-junction of Kalahandi, Balangir and Kandhamal districts of Orissa. The following table shows the area and population size of the villages:
Sl. No. Village Population 2001
01. Risida* 3592
02 Teresing 2692
Tota 6284
* Risida consists of three revenue villages viz, Kumbharpara, Kandhapara and Salandiamunda.

Problem:

The proposed area stretches over seven kilometers in a straight line. The population reaches about 10,000. The major problem out of the civic amenities is drinking water. This problem could be solved by supplying the piped water from the Tel River which is very close to Teresinga. Though Teresinga is under the scheme of rural water supply but it is unable to fulfill the demands as every house require the pipe connection for the water supply.

Strategy:

Provision of drinking water to the locality can be done through Rural Water Supply Scheme from the Tel River which is about 1 kilometre from Teresinga. The same can be supplied to the proposed area. This supply would meet the quantity of water required by each individual family of the proposed area for consumption. This would reduce the water scarcity of the locality. The given map shows the situation of the proposed area and the propose pipe line.
