Inhabitants of RISIDA locality submitted representation to the Honourable Governor & the Chief Minister of Orissa for the upgradation of Risida Police

Sub: Request to upgrade the Risida Out Post, Kalahandi to a Police Station on
the occasion of its 125th Year

Respected Sir,
The inhabitants of Risida locality would like to put the following few lines for your kind perusal and necessary action at your end that Risida is a rurban cluster of three rural settlements with a population over 5500 in the remote north-eastern part of the backward district of Kalahandi. It is located at the tri-junction of Kalahandi, Balangir and Kandhamal districts of Orissa. Since the British period, Risida has developed as a business and educational centre serving to the peripheral areas of these districts. This place has the educational institutes of +2 and Degree Colleges, Boys and Girls high schools, hospital, Police Post, telephone exchange, sub-post office, bank, Bus Stand and more than 100 shops and also marketing complexes. Risida is well connected with different parts by roadways and frequent buses are plying to Bhawanipatna, M.Rampur, Kesinga, Balangir, Bargarh, Sambalpur, Baliguda, Titilagarh, etc. Risida has developed into a Growth Point in the district of Kalahandi. This place has a weekly hat which gathers about 42, 000 people on Saturday. Risida serves to the nearby locality of about 55,000 population of Kalahandi and Balangir districts, for a radius of about 20 kilometres. Day to day the criminal and anti-social activities are growing on in this locality. For the maintenance of law and order the out post is not enough to this locality. Sir, since 1885 Risida has a Police Out Post under M.Rampur Police Station and it has completed 125 years. The out post has sufficient buildings and about two acres of land which would help in the future expansion of the buildings. Since late eighties the people of the locality are demanding for the up gradation of the Police Post to a Police Station. During the late nineties it had been decided to upgrade the Out Post to a Police Station, vide letter no. D.O. No. 46764/PDA/P6P-86/92 dated 24/07/1992 of the Principal Secretary, Home Department to the former MP of Kalahandi Mr. Subhas Nayak. It mentions that the out post will be upgraded to a police station as soon as funds would be available.
The Superintendent of Police , Kalahandi has realized the matter and sent proposal and plan to the higher authorities for the upgradation of Risida Out Post to a Police Station several times(letter to the DG through the DIG vide no. 451/E dated 15/02/2007, letter to the DG vide no. 17706 SWR dated 30/03/2007 and letter to the District Collector vide letter no. 989/E dated 12/04/2007). Meanwhile the Government has upgraded the out posts and created 100 Police Stations during the last financial year but no action has been taken so far to upgrade Risida out post.
Therefore, for the larger interest of the people of the Risida locality we request your honour to do the needful for the up gradation of the existing Out Post at Risida to a Police Station for which kind act we shall remain grateful to you for ever.
