Why the TAHASIL Headquarters of Karlamunda Block at RISIDA

The government of Orissa has created a new Tahasil of Karlamunda block in Kalahandi. Since the late fifties Risida is the only R.I. Circle in the Karlamunda block of Kalahandi district. The Karlamunda block has been
created in sixties by victimizing Risida politically. Since the eighties the people of the locality is demanding for the creation of a Tahasil at Risida, but no administrative decision has taken so far.
Historical Facts:
Ø Risida is a business centre in the north-east of Kalahandi since the British Period. As per the records, the Revenue Collectors were campaigning at Risida.
Ø Risida R.I. Circle is the only R.I. Circle in Karlamunda Block which covers 46 revenue villages of Karlamunda and M.Rampur Blocks. This Circle was created in the late fifties, i.e., before the creation of Karlamunda block at Dukermal.
Facts:
Ø Risida R.I. Circle is under the then Lanjigarh Tahasil, now under M.Rampur Tahasil. Since the creation of the R.I. Circle at Risida, Risida is the Camp Office of M.Rampur Tahasildar as the Tehsildar regularly encamps at Risida more than twice a month. The Tahasildar never encamps at Karlamunda. Till 1970 a Naib Tahasildar was residing at Risida. Because of this reason Risida has a plus point to have the Tahasil Headquarter.
Ø Risida has infrastructural facilities for the immediate location of a Tahasil Headquarter. Risida has a Revenue Bungalow with about two acres of land. This will reduce the financial burden for the creation of a new Tahasil.
Ø Geographically, Risida is located at the centre of the RI Circle and it is only 6 kms. from Karlamunda block.
Ø Risida R.I. Circle contributes the highest revenue to the district’s revenue. Hence the sentiment of the people of Risida locality is attached to the Tahasil Headquarter at Risida. Since the late eighties people of the Karlamunda block demanding a Tahasil Office at Risida. This demand can be traced out from the records of different officials.
Ø As Risida is the headquarter of the R.I. Circle covering the block of Karlamunda, people have to come to the R.I. Office for different works , then have to go to the Tahasil Office, proposed to be set up at Karlamunda. This will cause inconvenience and huge expanses to the common people.
Transport & Communication:
Ø As per the geographical location, Risida is located at the central position in the R.I. Circle, where as Dukermal (Karlamunda) is located at the south-western corner. Risida is well connected to different parts by roadways and frequent buses are plying to Bhawanipatna, M.Rampur, Kesing, Karlamunda, Balangir, Bargarh, Sambalpur, etc.
Ø Risida has developed into a Growth Point in the Block with the modern and common facilities for the people, that is, markets, hotels, bus stand, telecommunications, banking, education etc. and it provide services to a radius of 14 kms.
Reviewing the above facts the government should make necessary steps for the location of the Tahasil Office of Karlamunda Block at Risida for the largest interest of the people of this locality.
